the news is from Bicycle Victoria:

the new, 2.2 km circuit open for cyclist and public in Cranbourne.

this facility is good to keep in mind, even if You do not cycle.

It could be great to stage some run races there, possibly some ultras, no conflicts with trafic etc, should be great for 100km, 24H or longer, but shorter stuff too.

the course is in the new Casey Fields complex. It is already used quite a bit by cycling clubs, especially those that used ro conduct races on the access roads around Waverley Park. Though I agree it would be great for road racing events.

The complex is now home to a VFL football club (Casey scorpions - formerly Springvale) and a District cricket club (South Melbourne - Casey).

The plans for the complex include an athletics track, but that is a way off as Aths is not a priority locally and there is not a localclub to push for it at the moment. It also allows them to knock back suggestions for tracks elsewhere in Casey.
